Gerri, Succession's single most competent character, teaches Roman to ask “how does this advance my personal position?” This question defines Gerri's motives through the series. She's cautious, flexible in her alliances, and immediately turns against her mentee/j-o-instructions-receiver when circumstances demand. She embodies rational self-interest, successfully amassing a fortune and retaining her career through a tumultuous acquisition. Gerri looks out for Gerri and Gerri never misses.
Shiv wants to be Gerri. Shiv is also self-interested, flexible in her alliances, and willing to turn against her lovers, but lacks Gerri's caution and objectivity. Her impulsiveness directly undermines her material interests at critical junctures, most memorably at Tern Haven (pressuring Logan publicly to name her CEO) and in the finale.
Some say Shiv ends the finale in a stronger position, married to the CEO and having secured a future for her child. However, the CEO position itself has become less valuable in the aftermath of the acquisition. While Tom is on top at Waystar for now, he can be replaced, whereas the sibs in an ownership position retain their position no matter what. Shiv pays dearly for this choice, instigating a devastating fight with her two closest siblings. She also empowers Tom, someone whose most entertaining character trait is the horrible abuse he inflicts on anyone weaker than him.
It's tempting to find the rational self-interest in Shiv's behavior but we're clearly shown that is not her role. Shiv is the scorpion from the scorpion and the frog. The scorpion rides the back of a frog (or turtle) before its nature drives it to sting the frog in the middle of the water, dooming both. The scorpion famously acts against its self interest because it is driven by something deeper. For scorpions that's some kind of suicide-stinging instinct; for Shiv Roy it's a lifetime of abuse in a world of opulence. The sight of Kendall in the big chair visibly disgusts her, and then she starts stingin.
Overall, Gerri definitely played her hand more effectively. She's survived two firings, received two massive payouts (sexual harassment, Gojo) and is foreshadowed to retain her influence in the ruins of Waystar. Shiv, by contrast, has liquidated her birthright, permanently alienated herself from at least one sibling, and suffered a major power shift in her eternal psycho-sexual battle/marriage with Tom.
tl;dr- Gerri does rational self-interest; Shiv lashes out like the scorpion in the scorpion and the frog. We can't meaningfully interpret Shiv's motives through a strict cost/benefit analysis.

We thought the frog was going to be Tom. But in reality the scorpion was Shiv and the frog was Kendall. Shiv being a scorpion, she would rather kill her brother and in doing so kill herself then see the frog succeed.
